The summons follows a contentious incident earlier in the month when two French diplomats were briefly detained and questioned by Iranian security personnel. Speaking at a weekly press briefing, Foreign Ministry spokesperson Esmaeil Baqaei asserted that the French government must put an end to activities that bypass standard diplomatic protocol. 

According to Iranian authorities, the detained personnel engaged in unconventional behavior and domestic meddling under the guise of civil society engagement actions Tehran maintains are entirely unjustified under the 1961 Vienna Convention on Diplomatic Relations.

Following the initial mid-July detention, French Foreign Minister Jean-Noël Barrot harshly condemned the incident, characterizing the security sweep as an "extremely serious act of intimidation" against foreign embassy personnel.
